On a baking sheet, arrange Rolo chocolates with the narrow side up. Place a small dot of icing on each chocolate. Place a chocolate square on top and gently press to help it adhere. Refrigerate until the icing sets, approximately 10 minutes.

Separate the ropes of licorice into individual strands, then cut each strand in half crosswise.

Place a dot of icing in the center of each chocolate square. Top with one M&M and wrap a piece of licorice around it like a scarf, pressing the licorice ends together around the M&M. Refrigerate until the icing is set, approximately 10 minutes.
